The EVM is the execution environment behind Ethereum smart contracts. Nodes use its rules to reproduce transaction results rather than just accepting what an app claims happened. Other networks can also support EVM contracts and familiar tools, but compatibility doesn't mean they share Ethereum's fees, assets or security assumptions.

A developer ports an EVM contract to another chain, then checks that chain’s configuration and dependencies before deploying it.
