A UserOperation is a request that enters the ERC-4337 account-abstraction flow. A bundler can include it in an onchain transaction through the EntryPoint contract, which checks the relevant rules. It has its own processing steps, so a pending operation isn't simply the same thing as a normal transaction already submitted to Ethereum.
How you might use it
Your smart-account app shows a pending UserOperation while a bundler prepares the transaction that will carry it onchain.
